It may be that the user in question is not seeing changes because their role has a specific layout. You can see if this is the case in studio as on the Record Layout page their role with be prefixed with an asterisk. If you have made the changes on default layout you can click Restore Default Layout to bring them back in line.
If this is not the case then do the below
Clear your browser cache.
Clear the module search (even if it appears empty)
Reload the page.
