This can be caused by the team(s) assigned to the record not being a team the user is a member of. The most common issue here is the "Global" team not being included on the record. If you do not wish for the record to have Global attached, ensure that the user is part of a team assigned to the record.

Another potential reason could arise if you should be seeing the record on account of Team Based Permissions. If the padlock icon is not in the unlocked stage against the team on the record, then team based permissions will not work for that record.
